Site Development Process #4 Assemble Site Due Diligence Package
Complete an in-depth report to satisfy data requirements for the team to proceed with the project to develop wireless infrastructure on the selected site.
Now that a qualified location has been selected, a report is necessary to provide a much greater level of detail about the property than was necessary for the search area report. This in-depth report, known as a site candidate information package (SCIP), is used to develop a set of plans or drawings for a wireless facility. Information in the SCIP assists the project team members in their roles to develop plans and real estate entitlements. An effective SCIP format not only helps others on the project team but also benefits the site acquisition consultant, who prepares it by capturing and communicating comprehensive property data.
The SCIP includes contact information for the property owner, their representatives, and the local jurisdiction. The SCIP characterizes the proposed site location legally, geographically, and with respect to other landmarks on the landscape. The SCIP places the proposed facility located on a selection of maps similar in nature to those discussed in Module 8 Search Area Mapping. A site sketch, marked-up photographs, and development details are included in the SCIP by the site acquisition consultant to portray a vision for how the facility might be designed, situated, and built. Final plans will be developed by the A&E firm and the construction manager.
Pages of information from the local zoning ordinance are included in the SCIP for direct reference. Pages extracted from local jurisdiction information may include processes and procedures, meeting calendars of governing boards, application forms, and fee schedules for zoning and building permit applications. An effectively organized SCIP might be forty to fifty pages long.
