Site Development Process #12- Local Permit Formalities

Coordinate the permit process, including support from vendors and outside counsel. Prepare for and attend public hearings, as necessary, to secure permit approvals.

Now that local permit applications have been made and reviewed by the jurisdiction staff, inquiries may be made of the applicant for additional information. It is important to accurately respond to local inquiries about a proposed wireless facility. Support for providing requested information may be secured from other members of the project team or through research.

The site acquisition consultant coordinates the collection of inquiries with the delivery of responses to the community. The path to approval of local permits for a project is tied to the provision of plans satisfactory to the jurisdiction. When necessary for the type of permit sought, public meetings or hearings provide the jurisdiction with a forum where local citizens can voice their questions or comments about the project proposal or parts of it. The final decision regarding approval for wireless facilities applications is made as specified in the ordinance.

When public hearings are necessary, the final decision is made by an established board or commission of the jurisdiction. These community boards or commissions may be elected or appointed. As an appointed group, the planning commission often only has the authority to recommend approval or denial of an application. That recommendation might then be submitted for decision by the elected board of commissioners or city council. As an incentive to developers, the planning commission can be authorized to make the final approval for qualifying applications just as qualifying applications may be approved administratively by the planning staff.
